說得出,聽得見。
Every voice deserves to be expressed — and truly heard.
TPS is a structured participation model embedded across The Voice of Us to ensure every student has the opportunity to think, express, and contribute.
三個階段。一次轉變。
Individual Reflection
個人思考
Students are first given time to reflect independently on a question, idea, or task. This stage helps reduce pressure, build confidence, and support students with different learning needs.
Short written reflection
Visual thinking (mind maps, diagrams)
Guided prompts
Guided Interaction
配對交流
Students then discuss their thoughts with a partner in a low-pressure setting. This encourages communication, peer understanding, and gradual participation.
Structured pairing (mixed abilities)
Prompt-based discussion
Role rotation (speaker / listener)
Collective Expression
公開分享
Students finally share their ideas with a group, class, or wider audience. This stage transforms individual thinking into visible participation and leadership.
Group sharing
Presentation boards
Digital sharing (with support tools)
From silence to expression — TPS gives every student their stage.
思考
Each student is given structured time to think independently — forming their own ideas before any group pressure.
配對
Students pair up to share and refine their thinking — building confidence through safe, structured dialogue.
分享
Pairs present to the whole group — transforming private thoughts into shared, valued contributions.
Three clear pathways — from adoption to measurable impact.

TPS 如何在 The Voice of Us 中實行
為何 TPS 如此重要
TPS is not just a classroom technique — it is the structural backbone of our entire ESG participation system, converting silent students into active changemakers.
共融參與
TPS lowers barriers and builds confidence progressively — from private thinking to paired sharing, then to the whole group.
實踐參與式治理
TPS is a participation governance framework ensuring every voice is heard before group decisions — directly mapping to the G (Governance) pillar of ESG.
TPS 如何填補制度無法提供的支援
Hong Kong's SEN support system faces structural gaps — from 17-month ADHD assessment waits to 85%+ of teachers citing curriculum overload. TPS is designed to work within these constraints, providing structured participation pathways that benefit every student, especially those with dyslexia, ADHD, and ASD.
For Dyslexia
The Challenge
Traditional written assessments and rote memorisation put dyslexic students at a systematic disadvantage, eroding self-esteem over time. 36.5% of dyslexic students show depression symptoms.
TPS Response
TPS replaces written-only expression with verbal discussion and structured oral participation — allowing dyslexic students to demonstrate knowledge and leadership without the barrier of written language.
For ADHD
The Challenge
ADHD students face 17-month waits for public assessment. Meanwhile, lecture-based classrooms offer no structured outlet, leading to misidentification as disruptive.
TPS Response
TPS' short Think-Pair-Share cycles align with ADHD attention patterns. The structured format reduces anxiety while paired interaction builds social confidence and communication skills.
For ASD
The Challenge
ASD students are frequently excluded from leadership and public expression due to social communication differences — not lack of ability. The SEN population has nearly doubled to 64,220 in 2023–24.
TPS Response
TPS provides a predictable, low-pressure social structure with clear roles and turn-taking. CAIR EXPO further enables ASD students to contribute through digital and creative channels.
